矢祭町・新設図書館の本、寄贈でまかなおうとは！

今朝はこの記事に驚かされました。
福島・矢祭町：新設図書館の本、寄贈呼び掛け（毎日新聞７月１８日付）
　「全国の自治体に先駆け「合併しない宣言」をした福島県矢祭町は、本の購入予算ゼロでの図書館建設を目指し、全国から本を募集することを明らかにした。町の 所有図書７０００冊以外は寄贈に頼る。専門家は「ユニークな試み」と評価。根本良一町長は「本が死蔵されているのはもったいない。町の自立の助けともな る」と協力を呼び掛けている。」とのこと。

福島県矢祭町は全国の自治体に先駆け、2001年「合併しない宣言」をし、その後は独自に歳出を削減。2003年からは職員募集を停止、住基ネットにも接続しておられないとか。

理事者の方々もがんばっておられる（人間げんき紀行/熊本日日新聞社　福島編）ようで、今回の図書館新設実現へ向けてのこのアイデアも、矢祭町長の根本良一さんの発案だそうなんですが・・・

よその町のこととはいえ、ちょっと待って～！と言いたくなってしまう私。おせっかい？
根本さんに対してよりも、この記事中の「専門家は「ユニークな試み」と評価。」というところ。それは他の自治体でやっておられないことなら「ユニーク」としか言えないのかもしれないけれど・・・寄贈だと当然初めから蔵書に偏りが生まれるでしょうし、仮に初年度はそれでよくても、毎年、一定レベルの資料の受入がないと、住民はすぐ飽きると思います。タダだから、あるいは安くあげたから、この図書館で我慢しろ、といわれても・・・。

根本町長さんは読まれたでしょうか。
文部科学省は今年4月、「これからの図書館像－地域を支える情報拠点をめざして－（報告）」を出しておられます。今朝の記事でコメントしておられる山本順一・筑波大学図書館情報学系教授は、この報告書をつくられた「これからの図書館の在り方検討協力者会議」の調査研究者でもいらっしゃいます。

この報告書について、

「ただ、財政が厳しさをますなか、このような図書館をどうやって構築していくかについては提案がない。
しかし、全国の図書館がどういう方向を目指せばいいのか指針を示してくれた点は評価していい。
今後は、図書館関係者だけでなく、行政担当者や議員さんなどを含めて、この提案を知ってもらうことが先決である。
私もささやかながら、そのお手伝いをしていこうと思う。」

とおっしゃるのは、いのちの授業日記の　tanechanさん。

また、記事中、「昨年実施した町民アンケートで、図書館建設の要望が多かったため検討を始めた。」とのことですが、住民が図書館がほしい、といったとき、理事者はすぐ建物を想起しがちなのは、矢祭町に限ったことではないと思います。

今からでも、そのやり方（寄贈を募る）でいいのか 考えてほしいです。合併しないことを選択されているとはいえ、まず、県立図書館から借りる方法があると思いますし、日本図書館協会はじめ相談できる専門機 関はあると思うのです。

菅原峻先生の「生涯学習と施設」。これは、福岡県の宮田町･若宮町（現・宮若市）が平成１８年２月に合併を控えておられたころ、新市のまちづくりについて関心が高まる中、　ご当地のボランティアスタッフの方が菅原峻先生の講話用原稿を掲載し、宮田・若宮町だけでなく全てのまちの図書館設置に重要な参考となるものと確信し、作成されたページです。

講和４の「図書館をはじめる」、全国の首長さんらに、ぜひ読んでいただきたいです。

 

「図書館をつくる」というと建物イメージですが、「図書館サービスをはじめる」を合言葉にすれば・・・？
